Our team of Community Health Advocates (CHAs) are also trained Certified Application Counselors (CAC) with the Marketplace for health insurance. A CAC is an individual who is trained, certified, and able to help consumers as they look for health coverage options through the Marketplace.
This may include helping individuals complete the Marketplace eligibility and enrollment process. This service is free. As CACs, we can help you:
- Understand what all those insurance terms mean, like, premium, deductibles, copays, co-insurance, and out-of-pocket maximums.
- Help filter plans by your favorite doctors or needed prescriptions.
- Create or update an account on www.healthcare.gov.
- Help understand the premium tax credits
- Help compare plans
- Enroll in a plan.

Our team can answer questions, help you enroll, and assist with health insurance navigation (like finding a doctor, or comparing plans) over the phone, via virtual meeting platforms, or in-person.
The Special Enrollment Period for families disenrolled from Medicaid to enroll in a Marketplace plan has been extended to November 30, 2024.
If a person is not eligible for these health insurance programs, a HCSEF CHA can help link them with affordable medical care, screenings, and medicine without insurance.
